Death Penalty for Drug Manufacturers and Traffickers Approved by Nigerian Senate

The Nigerian Senate has passed a bill approving the death penalty for individuals involved in the manufacture, processing, and trafficking of dangerous drugs in the country, as reported by Vanguard News on May 10, 2024. The Senate also agreed to impose a 15-year imprisonment without the option of a fine for drug consumers, taking into account the significant damage caused by substance and drug abuse in the nation.

The decision to amend the National Drug Law Enforcement Agency (NDLEA) Act was driven by the prevalence of substance abuse among Nigerian youth, often influenced by peer groups. Senator Mohammed Monguno presented the bill, which received consideration from the Committees on Judiciary, Human Rights and Legal Matters, as well as Drugs and Narcotics.

During the review process, the issue of penalty provisions arose, specifically the proposal to amend the punishment for drug traffickers from life imprisonment to the death penalty. Senator Ali Ndume and Senator Peter Nwebonyi raised this proposition under clause 11. Initially, the voice vote seemed to indicate the rejection of the amendment, but upon a second vote, Deputy Senate President Senator Barau Jibrin ruled in favor of the "ayes."

This decision sparked discontent among certain lawmakers, particularly Senator Adams Oshiomhole, who expressed concern about the hasty consideration and passage of the amended clause. Oshiomhole emphasized the importance of caution when dealing with legislation concerning matters of life. However, Jibrin rejected the objection, citing the lateness of the request and the failure to call for a division.

Once the bill is reconciled with the version passed by the House of Representatives, it will be sent to President Bola Tinubu for assent. Senator Mohammed Monguno, the Chairman of the Committee, stated that the amendment aims to address the pressing issue of drug abuse in the country. The death penalty is proposed for individuals involved in the manufacturing and processing of hard drugs, while jail terms are prescribed for drug consumers, with the intention of curbing the destructive impact of substance abuse, particularly among the youth population.

Emefiele Trial: Witness Testifies about $600k Bribery Pressure

According to information provided by Vanguard News on May 10, 2024, a witness named Victor Onyejiuwa testified in the ongoing trial of Godwin Emefiele, the former governor of the Central Bank of Nigeria (CBN). Onyejiuwa appeared before the Lagos State Special Offences Court in Ikeja and detailed how he was coerced into paying $600,000 in order to secure a contract.

Emefiele and his co-defendant, Henry Omoile, are currently facing a 26-count charge in the trial. Meanwhile, Justice Rahman Oshodi granted a request by Emefiele's counsel to file a notice of leave to appeal the court's decision regarding jurisdiction. Emefiele's legal team argues that the Ikeja High Court does not have the authority to hear the case, as it pertains to matters related to foreign exchange, which falls under the Exclusive list in the constitution.

Victor Onyejiuwa, the Managing Director of Resource Computer Limited, testified that his company provides services to both private and public enterprises, offering hardware and software solutions tailored to various ICT needs, including security, network, storage, backup solutions, data protection and recovery, virtualization, data center solutions, and ICT training and education services.

Onyejiuwa revealed that his company had provided information and communication technologies assistance to the CBN between 2014 and 2019, and they were awarded at least five contracts during that period. In 2017, his company secured an "enterprise storage and servers" contract from the CBN.

After executing the contract, Onyejiuwa stated that he was approached by a former CBN director who conveyed the management's request for something in return. The director warned that if he did not comply, the contract funds would be delayed. Under pressure, Onyejiuwa agreed to pay $400,000 and $200,000 to expedite the payment. Shortly after making the payment, the funds were released.

When asked about the contract amounts, Onyejiuwa mentioned that the highest contract sum reached $1.2 billion in 2017 and late 2018, when the exchange rate was N360/$1. He also informed the court about smaller payments of N24 million and N17 million.

The case was adjourned until May 17, 2024, for the trial to continue.

FG's Announcement: Polytechnics Scheme of Service to be Unveiled Soon

According to Vanguard News on May 9, 2024, Dr. Folasade Yemi-Esan, the Head of the Civil Service of the Federation (HoCSF), has assured that the Schemes of Service for Polytechnics in Nigeria will be released soon. Yemi-Esan made this statement during a meeting with Prof. Idris Bugaje, the Executive Secretary of the National Board for Technical Education (NBTE), in her office in Abuja.

Yemi-Esan explained that the work on the Schemes of Service had been completed, with the exception of one area of contention, which was addressed during Bugaje's courtesy visit. The Head of Service expressed satisfaction with the working relationship with the NBTE and pledged that the Public Service Institute of Nigeria (PSIN) would initiate the process of accrediting its courses with the NBTE.

Yemi-Esan disclosed that funds had already been allocated for the accreditation of courses at two of the six Federal Training Centres (FTCs), and efforts were underway to ensure that all FTCs receive full accreditation from the NBTE.

Earlier in the meeting, Prof. Bugaje expressed gratitude to the HoCSF for approving levels one to six of the National Skills Qualification (NSQ), emphasizing that this action had positioned Nigeria on the global skills landscape. He referred to Yemi-Esan as the "Mother of Skills in Nigeria" for her instrumental role in obtaining the approval of NSQ levels one to six during the National Council on Establishment (NCE) meeting, stating that her actions would be remembered as a significant milestone in skill development in Nigeria.

Bugaje also appealed for the timely release of the Schemes of Service for Polytechnics, highlighting that the prolonged delay was having a negative impact on the system and causing industrial disharmony in the Polytechnics.


Nigerian House of Representatives Directs Suspension of Cybercrime Levy


According to Vanguard News on May 9, 2024, the House of Representatives has instructed the Central Bank of Nigeria (CBN) to suspend the planned implementation of a 0.5% cybercrime levy on electronic transactions. The House further directed the CBN to retract the existing ambiguous circular and issue a clear circular that aligns with the provisions of the Cybercrimes (Amendment) Act, 2024.

The motion was introduced by the House Minority Leader, Kingsley Chinda, and supported by 359 others. Chinda highlighted that the CBN had issued a circular on May 6, 2024, informing Nigerians about the proposed 0.5% levy on electronic transactions in accordance with Section 44(2)(a) of the Cybercrimes (Amendment) Act, 2024.

He pointed out that the Cybercrimes Act specifies that businesses such as GSM service providers, telecommunication companies, internet service providers, banks, financial institutions, insurance companies, and the Nigerian Stock Exchange should pay the levy. However, Chinda expressed concern that the wording of the CBN circular allowed for multiple interpretations, including the possibility of the levy being paid by bank customers, which contradicted the provisions of the Cybercrimes Act.

Chinda emphasized that the CBN's proposed action had caused apprehension among civil society organizations and citizens, leading to calls on social and conventional media for the reversal of the imposed levy. He argued that unless immediate action was taken to halt the implementation, the Cybercrime Act would be enforced erroneously, exacerbating the financial burden on Nigerians already dealing with the removal of subsidies and rising inflation.

Governor Fubara's Explanation for Visiting Rivers Assembly Quarters

According to information provided by Vanguard News on May 9, 2024, Governor Sir Siminalayi Fubara of Rivers State visited the residential quarters of the State House of Assembly to personally assess their condition and determine if rehabilitation work is needed to make them habitable again.

The Governor made a brief stop at the Assembly Quarters while inspecting a 15.24-kilometer dual carriageway road project from Emohua to Abalama and Tema Junction. His Chief Press Secretary, Nelson Chukwudi, stated in a press release that Governor Fubara considered the assembly quarters as part of the state government's properties, emphasizing the need to take good care of the facility.

During the visit, the Governor walked around the quarters to gain a better understanding of what needs to be done to create a conducive environment for lawmakers. He clarified that his purpose for visiting was to assess the situation since there is now a new speaker for the State House of Assembly.

Governor Fubara defended his visit, stating that the assembly quarters are part of his property, and he saw nothing wrong with checking on the developments and ensuring the well-being of the people. He also mentioned that he was evaluating the progress of the road project to determine any additional work required before its commissioning during his upcoming one-year anniversary.

The Governor highlighted the importance of the road project in improving the lives of the people and combating criminal activities such as kidnapping that were prevalent in the area. He expressed his commitment to governance centered around the welfare and convenience of the people.

Former CBN Governor's Wife Wanted by EFCC for Financial Crimes

According to a report by Punch on February 9, 2024, the Economic and Financial Crimes Commission (EFCC) has issued a declaration stating that Margaret Emefiele, the wife of former Central Bank of Nigeria Governor, Godwin Emefiele, and three others, are being sought for money laundering. The EFCC alleges that Mrs. Emefiele, along with Eric Odoh, Anita Omoile, and her husband Jonathan Omoile, conspired with the former CBN Governor to convert substantial amounts of money belonging to the Federal Government of Nigeria. The offenses in question include obtaining money through false pretenses and stealing, which are punishable under Sections 411, 287, and 314 of the Criminal Law of Lagos State.
Late Friday night, the EFCC revealed the details of the alleged money laundering offenses through a mugshot portrait of the four suspects. The document states that the quartet, consisting of Eric Odoh, Margaret Emefiele, Anita Omoile, and Jonathan Omoile, is wanted by the EFCC for economic and financial crimes. The EFCC urges anyone with information regarding their whereabouts to contact the nearest EFCC Command or police station.
A document titled "Arrests and Recoveries," exclusively obtained by Punch's correspondent, reveals that the former CBN Governor, Godwin Emefiele, is currently facing prosecution by the EFCC for fraud amounting to ₦1.8 billion and $6.2 million. Meanwhile, the Federal Government has made its third amendment to the criminal charges filed against Emefiele.
In the latest amended charge presented before Justice Hamza Muazu of the Federal Capital Territory High Court in Abuja on Thursday, the EFCC accuses Emefiele of illegally obtaining $6.2 million by impersonating the Secretary to the Government of the Federation. The amended charge, marked CR/577/2023, alleges that on February 8, 2023, Emefiele collaborated with a fugitive named Odoh Ocheme to obtain the funds from the CBN, claiming it was requested by the SGF through a letter dated January 26, 2023.
The EFCC further asserts that Emefiele forged a document titled "Re: Presidential.directive on foreign election observers mission" dated January 26, 2023, with Ref No. SGF.43/L.01/201, in collaboration with the fugitive Ocheme, committing the offense of forgery.

Additionally, Emefiele is accused of providing corrupt benefits to his wife, Omoile Margaret, and brother-in-law, Omoile Macombo, by awarding them a contract worth N99.8 million for the renovation of a section of the CBN Governor's residence in Lagos. The contract was allegedly awarded to a company called Messrs. Architekon Nigeria Limited, in which the accused individuals serve as directors and majority shareholders. The EFCC considers this action a violation of Section 19 of the Corrupt Practices and Other Related Offences Act 2000.
The amended charge sheet includes a total of 20 counts against Emefiele. The judge has adjourned the proceedings until Friday for Emefiele to enter his plea regarding the amended charges.
In the original charge filed against Emefiele in August 2023, he was accused of engaging in procurement fraud amounting to N6.5 billion. Initially, he was charged alongside a female CBN employee named Sa'adatu Yaro and her company, April 1616 Investment. However, the EFCC later amended the charge, reducing the counts to six, removing the names of Yaro and April 1616 Investment, and reducing the alleged procurement fraud amount to N1.2 billion. Emefiele pleaded not guilty to the second charge when he was arraigned on November 29, 2023. The EFCC has called three witnesses thus far in the ongoing trial, prior to the most recent amendment.

Cash transfer program launched by Tinubu for 15 million households

President Bola Tinubu initiated the Renewed Hope conditional cash transfer program yesterday to provide financial aid to 15 million households in Nigeria and commemorate the International Day for the Eradication of Poverty. The program aims to benefit approximately 62 million Nigerians and is focused on eliminating poverty. Last year, the National Bureau of Statistics reported that around 133 million Nigerians were living in multidimensional poverty. Speaking at the event in Abuja, the President, represented by Senator George Akume, the Secretary to the Government of the Federation, emphasized the significance of the occasion for Nigeria and his administration, reiterating their commitment to poverty alleviation as outlined in the 8-point Agenda. Tinubu highlighted the government's efforts to combat poverty and assist the most vulnerable members of society, including restructuring the Ministry of Humanitarian Affairs to incorporate poverty alleviation, developing the Renewed Hope Agenda for humanitarian response and poverty alleviation, expanding the national social register to include those living below the poverty line, restructuring the National Social Investment Programme for efficient and transparent delivery, and partnering with the World Bank and other development partners to implement conditional cash transfers, business grants, and other forms of support for vulnerable households. 

Tinubu emphasized the alignment between the theme of this year's commemoration, "Decent Work and Social Protection: Putting dignity in practice for all," and the Renewed Hope agenda of the government. The President announced the launch of the Renewed Hope Conditional Cash Transfer Program as an immediate intervention to mitigate the effects of fuel subsidy removal and other economic shocks. Furthermore, the government is working on developing additional solutions and interventions to aid Nigerians from all walks of life. The Minister of Humanitarian Affairs and Poverty Alleviation, Dr. Betta Edu, warned against neglecting poverty alleviation, comparing it to sitting on a keg of gunpowder. She stated that the N75,000 already announced by the President for vulnerable households is sufficient to run small-scale businesses and mentioned plans to provide low-cost shelter and implement rural vocational skills interventions to address various dimensions of poverty in the country. The Minister of Finance and Coordinating Minister of Economy, Mr. Wale Edun, expressed President Tinubu's strong disapproval of the high poverty rate in Nigeria and emphasized that tackling poverty and stabilizing and growing the economy are top priorities. Shubham Chaudhuri, the World Bank country representative, confirmed the widespread acceptance of cash transfers as an effective method to assist impoverished and vulnerable individuals impacted by economic shocks or rising living costs. He emphasized that cash transfers provide crucial aid during the initial period when individuals may face decisions with long-term consequences, such as reducing meals or withdrawing children from school. The current implementation of "shock-responsive cash transfer" is utilized globally to offer temporary relief in such situations.

Federal Government Grants Licenses to 11 New Independent Electricity Distribution Network Operators



The Federal Government of Nigeria has recently made an important announcement in the energy sector. This week, it revealed that licenses have been issued to a total of 17 Independent Electricity Distribution Network (IEDN) operators, with 11 of them already operational. This development marks a significant step towards promoting competition and improving the efficiency of the electricity distribution network in the country.

According to a report by The PUNCH, the Federal Government disclosed this information in the 2022 Market Competition Report, which was released on Tuesday by the Nigeria Electricity Regulatory Commission (NERC). The NERC, as an agency of the Federal Government, plays a crucial role in regulating and overseeing the electricity sector in Nigeria.

In a statement from the report, the NERC stated, "The commission has also licensed 17 Independent Electricity Distribution Network operators, of which 11 are operational." The list of the 11 operational independent electricity distribution network operators includes Gateway Electricity Limited, Energy Company of Nigeria Plc, PIPP LVI Disco Limited, Bodituv Nigeria Limited, Uraga Power Distribution Company, Ariaria Independent Energy Distribution Network Ltd, Ladol Integrated Logistics Free Zone Enterprise, Babcock Consulting Limited, Constant Independent Electric Power Distribution Company Ltd, Alausa Distribution Limited, and Notore Industrial City Limited.

This move by the Federal Government aims to diversify the energy sector and stimulate healthy competition among operators. By introducing new players into the electricity distribution network, it is expected that consumers will benefit from improved services, increased reliability, and enhanced customer satisfaction.

Tragedy in Osun State as gunmen murder admission seeker and set palace on fire



In Okanla community, located in the Irepodun Local Government Area of Osun State, a tragic event unfolded on Sunday. The palace of the Olokanla of Okanla was attacked by a group of armed men, resulting in the death of Ibrahim Qudus, who was seeking admission, and the subsequent burning of the palace.

Jimoh Qadri, the uncle of the deceased, shared details of the incident. He revealed that the attackers, led by a man named Naim, targeted the palace. Naim was the only one among them who did not cover his face. Qadri was unable to provide a specific motive for the attack, but he explained that the assailants initially went to his own house, where they did not find him. They then proceeded to his late father's house, which served as the palace.

Qadri's wife informed him that around 20 gunmen had stormed their house early on Sunday. While most of the attackers concealed their faces, Naim was identifiable. It appeared that they were searching for Qadri. Failing to locate him, they vandalized the building and continued to the family house, where they encountered Qudus, Qadri's nephew. Qudus, who had recently returned from Ibadan after taking the university entrance examination (UTME), was killed by the assailants. They placed his body in Qadri's car, which was parked on the premises, and set both the vehicle and the palace on fire.

Although Qadri could not determine a specific reason for the attack, he speculated that it might be linked to a land dispute in the area. He appealed to the security agencies to apprehend those responsible for the crime.

The Osun Police Command, through spokesperson Yemisi Opalola, confirmed the incident. Commissioner of Police Kehinde Longe visited the scene, and additional police officers have been deployed to the area to prevent further violence.

Ondo State Women Affairs Commissioner attacked during palliatives distribution



The Ondo State Woman Affairs Commissioner, Dr. Olubunmi Osadahun, was attacked in the Arigidi Akoko area of the state while distributing palliatives to alleviate the impact of the removal of fuel subsidy by the government. The attack was allegedly carried out by some members of the All Progressives Congress (APC) in the council, led by a ward Chairman named Olumide Awolumate. Awolumate claimed that the distribution of palliatives was done secretly by government officials, and he felt marginalized in the process. As a result, he decided to embarrass the commissioner.

A video circulating on social media shows a man using a blue chair to attack the commissioner. The commissioner was injured during the attack and was taken to the hospital. Eyewitnesses reported that the attacker was a member of the APC in Arigidi, and it is unclear what led to the altercation between him and the commissioner. However, some young boys loyal to the commissioner retaliated and dealt with the attacker.

In another video, Awolumate claimed that he was assaulted in his house by the commissioner and her son, with the presence of a police officer. He stated that the commissioner's son attacked him and tore his clothes, while the commissioner herself joined in beating him.

The female commissioner reported the incident to the Divisional Police Officer, and her daughter, Dr. Jumoke Bakare, confirmed that her mother has been hospitalized after the attack.

Governor Rotimi Akeredolu, represented by his Information and Orientation Commissioner, Mrs. Bamidele Ademola-Olateju, announced that 1,200 bags of rice would be distributed to 6,000 households in the council to provide relief.

Outrage over alleged impersonation of AA Candidate sparks protest



According to a Vanguard report on September 11th, 2023, a significant number of activists and supporters, amounting to at least 500, gathered at the Force Headquarters in Abuja to protest against the alleged impersonation of Ifeanyi Chukwuka Igbokwe, a prominent figure in the Action Alliance party. The spokesperson for the protesters, Abel Kings Uche, called on the Inspector General of Police to investigate the criminal act committed by the faction of the Action Alliance party led by Adekunle Rufai Omoaje.

The protesters, organized under the banner of the Centre for Social Justice, Equity, and Transparency (CESJET), stated that Omoaje had filed an Election Petition on behalf of Igbokwe at the National and State House of Assembly Election Tribunal in Umuahia. However, Uche asserted that Igbokwe had provided substantial documentary evidence to prove that he was not involved in the petition and accused the executives led by Omoaje of impersonating him.

Uche clarified that although Igbokwe had participated in the primary election of the Action Alliance, he withdrew his interest when he discovered that a faction within the party conducted the primary. Consequently, Igbokwe did not run as a candidate for the Bende Federal Constituency of Abia State election during the 2023 General Election. The position was won by Rt. Honorable Benjamin Kalu Okezie, who currently serves as the Deputy Speaker of the House of Representatives.
Furthermore, Uche highlighted that Adekunle Rufai Omoaje's presentation of the petition in court was an attempt to tarnish the reputation and integrity of Mr. Ifeanyi Chukwuka Igbokwe. This action is considered to infringe upon Igbokwe's fundamental human rights and constitutes defamation and fraud, both of which are criminal offenses under the laws of the Federal Republic of Nigeria.

The Centre for Social Justice, Equity, and Transparency firmly believes that the impersonator and those supporting him have engaged in a criminal act that goes against the laws of the Federal Republic of Nigeria.

Anglican Church receives N50m donation from Peter Obi



According to a report by Vanguard on September 9th, 2023, it was noted that during Obi's tenure as governor, his vision was in line with global developmental goals.

Under Obi's leadership, the healthcare sector experienced a complete revitalization. Prior to his tenure, Anambra had no accredited health institutions, but during his tenure, the state gained several, including two accredited hospitals.

Through Obi's collaboration with the church, institutions like Iyienu Hospital in Ogidi, Holy Rosary Hospital in Waterside, Onitsha, St. Charles Borromeo Hospital in Onitsha, and St. Joseph Hospital in Adazi-Nnukwu now have accredited Schools of Nursing, Schools of Midwifery, and Schools of Health Technology, as stated by Okunna.

Additionally, Obi provided significant support for the establishment of the School of Nursing at the Diocesan Hospital of Amichi Anglican Diocese. This support played a role in elevating Iyi-Enu Hospital to a University Teaching Hospital.

Furthermore, Obi's government initiated the construction of Chukwuemeka-Odumegwu Ojukwu Teaching Hospital from scratch, equipped it, and secured accreditation. His administration also built 10 new maternity and child care facilities in remote areas of the state, and purchased close to 100 ambulances for selected Anambra hospitals.

In addition to that, Obi ensured the rehabilitation of 15 General Hospitals in the three Senatorial Zones of the state and constructed over 120 Primary Health Centres across various communities.

The achievements of Obi's administration were so remarkable that he won the first prize in the Bill and Melinda Gates prize for Polio immunization.

The provost of the school, Mrs. Chisom Ezulike, expressed her gratitude for Obi's kind actions. She humbly mentioned that Obi generously provided her with his contact information, encouraging her to reach out at any time for discussions on the advancements and challenges faced by the institutions.

Judgement in Presidential trial to be televised live


In a recent report by Punch on September 4th, 2023, it was stated that the Court of Appeal has issued a public announcement regarding the delivery of judgments in specific petitions before the Presidential Election Petition Court. The judgments are scheduled to be delivered on Wednesday, September 6th, 2023. The petitions mentioned in the announcement include CA/PEPC/03/2023 between Mr. Peter Gregory Obi & Anor VS. Independent National Electoral Commission & 3 Ors, CA/PEPC/04/2023 between Allied Peoples Movement VS. Independent National Electoral Commission & 4 Ors, and CA/PEPC/05/2023 between Abubakar Atiku & Anor VS. Independent National Electoral Commission & 2 Ors. 

To ensure transparency and openness, the Court of Appeal has decided to broadcast these judgments live on interested television stations. This allows the public to follow the proceedings closely.

Tinubu and 25 governors' cases to be decided by tribunals in September

The panels are expected to deliver their judgments this month. Most of the tribunals which were sitting in Lagos, Sokoto, Delta, Kano, and 21 other states as well as Abuja had reserved their judgments after the parties concluded their hearings and adopted their written addresses in line with the Practice Direction for the election petitions issued by the President of the Court of Appeal, Justice Monica Dongban-Mensen. 

The Chief Justice of Nigeria, Justice Olukayode Ariwoola had in November 2022 sworn in 307 justices to handle the 2023 election petitions while an additional 39 justices were inaugurated on May 25, 2023, totalling 346, and they were expected to deliver judgments before September 16. By law, the 346 justices sitting on the panels were mandated to hand down their judgments 180 days after the filing of the petitions by the aggrieved candidates. Section 285 (6) of the 1999 constitution provides that “an election tribunal shall deliver judgment in writing within 180 days from the date of filing of the petition.”
